The WBO moved Inoue from their junior bantamweight rankings to their bantamweight rankings in their rankings as of August 15, 2016. IBHOF enshrinee Joe Koizumi has represented Inoue in negotiations with manager/promoter Rex Salud, Tapales' representative. On September 4, Inoue fought and won as a bantamweight and, according to BoxingScene.com and AsianBoxing.info, secured a bout with Tapales. Unfortunately, in November, Inoue, while in training for his December 31 bout with Tapales, suffered a broken hand and was forced to withdraw from the title match.
