Maybe there's a valid reason for why the IBO has sanctioned the Eggington-Zysk bout for their vacant world super wlterweight title but I have no idea what it is.

The IBO rarely, and I mean rarely, sanctions eliminators but they did twice earlier this year. The March 3 bout between Dennis Hogan and Wade Ryan was sanctioned as an IBO World super welterweight eliminator and Hogan, who won by UD 12, has been listed as the IBO mandatory at 154 ever since then. He's one of only two fighters listed by the IBO as mandatories- the other being Istvan Szili at 168. Szili beat Felix Sturm in a combined IBO Intercontinental super middleweight title defense/IBO World super middleweight title eliminator on March 26.

So, my question is why isn't Hogan fighting for the vacant IBO super welterweight title? It's not like Eggington and Zysk are more deserving than Hogan or that their respective IBO rankings of #13 and #40 merit them getting a shot before the fighter designated as the mandatory challenger.
