To find the worse I think we can look at the judges cards in relation with how the actual fight went, but also how that bad decision impacted the losing fighter's career
Lucas vs Beyer and O'Neil Bell vs Dale Brown are good examples... Not only the decision was bad and questionable, but it robbed the losing fighter of a lots of fights at the top... A chance both were never able to get after that

Two other blatant robberies, both hometown decisions, were Rafael Lopez over Juan Veloz in which the referee also seemed to be in on the "fix" and Juan Urango over Naoufel Ben Rabah.

These two fights are not nearly as high profile as the ones on the list, but were the most horrible decisions I've ever personally seen.
Richar Abril vs Brandon Rios and Tyson Cave vs Oscar Escandon....in both cases I thought the Official winner (Rios and Escandon, respectively) lost AT LEAST 11 of the 12 rounds. I'm pretty sure I had both fights shutouts for Abril (against Rios) and Cave (against Escandon)...that's about as bad as it gets

Of the ones on the list I think the one that's worst is Pacquiao vs Bradley 1, though I must admit I've never seen Whitaker vs Chavez.
I had the De La Hoya vs Mosley rematch 115-113 for Mosley actually, so I didn't feel it was a robbery. I had the Hagler vs Leonard fight a draw at 114-114.

I had the first Castillo vs Mayweather fight, 115-111 for Castillo.
I only had Floyd winning the rematch by a very narrow margin 115-113. If you totalled up all 24 rounds I think Castillo was the better man in those 2 fights. I thought the decision was atrocious in the first fight because the scores were like 116-110 Mayweather or some such shit. Terrible
